Moving inertial loads are applied to structures in civil engineering, robotics, and mechanical engineering. Some fundamental books exist, as well as thousands of research papers. Well known is the book by L. Frba, Vibrations of Solids and Structures Under Moving Loads, which describes almost all problems concerning non-inertial loads. This book presents broad description of numerical tools successfully applied to structural dynamic analysis. Physically we deal with non-conservative systems. The discrete approach formulated with the use of the classical finite element method results in elemental matrices, which can be directly added to global structure matrices. A more general approach is carried out with the space-time finite element method. In such a case, a trajectory of the moving concentrated parameter in space and time can be simply defined. We consider structures described by pure hyperbolic differential equations such as strings and structures described by hyperbolic-parabolic differential equations such as beams and plates. More complex structures such as frames, grids, shells, and three-dimensional objects, can be treated with the use of the solutions given in this book.

From Sudan to Mauritania, the racial categories deployed in contemporary conflicts often hearken back to an older history in which blackness could be equated with slavery and non-blackness with predatory and uncivilized banditry. This book traces the development of arguments about race over a period of more than 350 years in one important place along the southern edge of the Sahara Desert: the Niger Bend in northern Mali. Using Arabic documents held in Timbuktu, as well as local colonial sources in French and oral interviews, Bruce S. Hall reconstructs an African intellectual history of race that long predated colonial conquest, and which has continued to orient inter-African relations ever since.

John Welshman’s new book fills a major gap in social policy: the history of debates over ‘transmitted deprivation’, and their relationship with current initiatives on social exclusion. The book explores the content and background to Sir Keith Joseph’s famous ‘cycle of deprivation’ speech in 1972, examining his own personality and family background, his concern with ‘problem families’, and the wider policy context of the early 1970s. Tracing the direction taken by the DHSS-SSRC Research Programme on Transmitted Deprivation, it seeks to understand why the Programme was set up, and why it took the direction it did. With this background, the book explores New Labour’s approach to child poverty, initiatives such as Sure Start, the influence of research on inter-generational continuities, and its new stance on social exclusion. The author argues that, while earlier writers have acknowledged the intellectual debt that New Labour owes to Joseph, and noted similarities between current policy approaches to child poverty and earlier debates, the Government’s most recent attempts to tackle social exclusion mean that these continuities are now more striking than ever before. Making extensive use of archival sources, private papers, contemporary published documents, and oral interviews with retired civil servants and social scientists, ‘Policy, Poverty and Parenting’ is the only book-length treatment of this important but neglected strand of the history of social policy. Over the past quarter century Congress, state legislatures and the courts have radically reshaped America’s laws dealing with sex offenders in an effort to reduce the prevalence of sex offenses. Most convicted sex offenders must now register with the authorities, who then make information about them available to the public. Possession of child pornography has been made an extremely serious crime often punishable by prison sentences that dwarf those meted out to child molesters, rapists, robbers, and even killers. Federal law now imposes a minimum sentence of ten years in prison for those convicted of using the internet to attempt to lure minors for sex. And the federal government and 20 states have ‘sexually violent predator’ laws that allow the indefinite civil commitment of convicted sex offenders to secure institutions for treatment after they have served their full criminal sentences.All of these changes in sex offender law, as well as numerous others, have been based at least in part on input from psychology, psychiatry and the social sciences. Moreover, enforcement and administration of many of these laws relies to a large extent on the efforts of mental health professionals. However, many questions about this involvement remain largely unanswered. Are these laws supported by empirical evidence, or even by well-reasoned psychological theories? Do these laws actually work? Are mental health professionals capable of reliably determining an offender’s future behavior, and how best to manage it? Finally, are experts capable of providing effective treatment for sex offenders — i.e., treatment that actually reduces the likelihood that an identified sex offender will re-offend?In Justice Perverted, Charles Patrick Ewing poses these difficult questions and others that few in either law or psychology have asked, much less tried to answer. Drawing on research from across the social and behavioral sciences, he weighs the evidence for the spectrum of sex offense laws, to occasionally surprising results.
